.Wondering if anyone has heard about this. A friend of mine who is also a Hot Rod enthusiasts sent me this today. From reading this it looks like the value of the cars will be assessed using some sort of guide book and the current ad valorem tax would then kick in and the tax calculated based on those two factors. So a nice Splitty's tag in the 10-12k range might cost you as much as your 2009 SUV tag.
This link H.B.80 will carry you to a web page that explains the impact and where you as tax payers can voice your concern. Near the bottom of this page are email addresses and phone numbers to contact Committee members.

Hi,
H. B. 80 is unfair taxation that will increase the annual ad valorem tax on pre-1986 vehicles. Many owners are car enthusiasts, often retirees on fixed incomes, with old hobby cars that are mostly driven to car shows or club events, so have little impact on traffic or wear and tear of roads. This proposed ad valorem tax increase is ONLY to Raise Money, not to cover any state costs, and it will affect many people who can least afford the increase. Tell the House Ways and Means Committee to STOP this bill!

Me too. I had no idea that was going to follow. When they asked me for money I gave them your email Bob.
Seriously, there is going to be a forum about this new law (if it passes) on Thursday night at the Oconee Civic Center, 7:00 pm.
It is hosted by the Oconee Co. tax commissioner. The changes are obviously going to be BIG if there needs to be a forum held to explain them. I will be there, it would be good to have some others there too. _________________ 73 Typ481
